Tribal Gaming has consistently expanded since its inception, and with that its primary purpose: Self-reliance. Strengthening Tribal governments, economic development and diversification; all key elements, and the primary objectives of our efforts.

Trilogy utilizes a balanced, and unique set of resources that aids in cultivating these growth opportunities, as it is part of our core values “to build from the past, to secure the present, and define the future”.

Trilogy will utilize its resources, experience, and passion to promote and further the efforts of Tribal diversification, and strengthen the practices of effective gaming management.

Through the years Trilogy management has labored to master the ability to navigate through the challenges of tribal governments, and their enterprises to offer tribal governments definitive, unique solutions, courses of action, and assistance in balancing the complex role of running both a government and, running a successful industry.

We are at an eclipse of unique circumstances – a new administration, the gaming industry continuing to grow and expand markets, and the introduction of new games challenging the position of Tribal/State gaming compacts are on the rise. Who We Are

The founding members of Trilogy, having a combined experience of over 50 years in the industry, infuse their lives with action, not only in assisting the issues of the present; but in securing the promise of tomorrow.


 

Valerie Spicer – Founding Partner

Valerie Spicer brings over 30 years of gaming experience to Trilogy, most recently as Executive Director of the Arizona Indian Gaming Association (AIGA) where she worked extensively in the Tribal, private and public sectors of the growing industry. As Executive Director of AIGA, Spicer managed the day-to-day operation of an organization that represents as many as 18 Tribal governments and their respective gaming facilities.  During her tenure, she took the lead in charting a course to move the tribal government gaming industry in Arizona forward while also fiercely protecting it from competition. 

Before taking the lead at AIGA, Spicer was CEO of Gaming Strategies Group where she promoted business development with Tribal enterprises, governments and consulted for Tribal and individually owned businesses. She was the Vice President and General Manager of Borrego Springs Bank in San Diego, California for five years, and worked to promote the Tribal enterprise structure for the Viejas Band of Kumeyaay Indians. Spicer excelled with fortune 500 companies such as American Express, Ceridian, and Comdata Corporation in the areas of new business development, and customer service.

Sheila Morago – Founding Partner

Sheila Morago has over 23 years in Tribal Government Gaming.  Currently she is contracted as the Executive Director of the Oklahoma Indian Gaming Association (OIGA) where she has organized and managed the office, directed the discussion of policy and regulation of Tribal Gaming with the 27 member Tribes as well as managed the largest regional gaming tradeshow in the country.  Prior to OIGA Sheila was the Executive Director for the Arizona Indian Gaming Association (AIGA) for eight years, where most notably she lead the negotiations with the State in the successful 2003 Tribal-State Compacts. She has managed political and public relations for Tribal and Non-Tribal clients as Vice President of National Relations for a private firm, served as the central point of contact between the campaign staff, casino operators and the 17 Tribes, as well as managed the execution of campaign plan activities and voter outreach for the successful Statewide ballot initiative – Arizonans for Fair Gaming & Indian Self-Reliance. Sheila has worked as Director of Public Relations for the National Indian Gaming Association (NIGA) where she developed all political advertising programs, public information materials, press releases, articles, letters to the editor, speeches and congressional testimony for the NIGA Chairman and other Executive Committee members. She began her career in gaming as the Director of Marketing for the Gila River Casinos.
